Here's my 2cents worth. Each time I make a square I have my own binder with notes: yarn used, how many stitches, needle size and pattern. Then I can refer back to the binder my future squares and don't have to do a second and third take. I usually have to do about 3-4 rows before I know what size it will be. In time my method will save alot of time.

It is true that any number of variations will deliver an 8 x 8" square. I am currently knitting a square on 4 mm needles and 44 stitches with 8 ply wool that is 8 inches. To ensure the same thickness or density I have used a basket weave pattern.
There should be that many squares arriving that the volunteers can pile similar 'densities' together to be joined for the blankets.
I will get feedback from them, before attempting to define the perfect 8 x 8" square using measures, needle size and gauge using the correct terminology for every country.

I like your idea for a cardboard template. I agree with you --- the stitch count is less important as long as it measures 8x8" and is dense. I prefer to figure out my own gauge and calculate how many stitches I'll need per inch on my own. Besides... I'm using this opportunity to expand my skills and learn new stitches or techniques.
